I have always thought the smallest boat should be just a mast attached to a harness that you could then wear. Put water wings on your legs and arms, raise the sail and off you go.
In the winter you can have some fun on skates with a sail about the size of a kite. On open ice it doesn’t take much wind to induce terrifying speeds. No need for an iceboat.

Plus on ice, unlike water, you are unlikely to drown when you find the idea is completely unworkable and you sink!
