I would say this looks like a modified cat boat of some kind. The hatch seems blocked by the current mast placement, suggesting it has been moved. The center board does seem a bit further back than usual, but I wonder if it might have 2?
ChatGPT thinks it is a Potter 19. I'm not so sure.
